Abstract

The practice of "one country, two systems" in Hong Kong has made certain achievements, but there are problems of imbalance in the socio-economic field. Hong Kong needs not only a strong government that can effectively balance social interest groups and efficiently allocate social resources, but also a good relationship with Mainland China under the framework of "one country, two systems" to integrate the resources of both sides to better develop. We should assist Hong Kong in the following three areas: firstly, we should help Hong Kong push through the legislation of Article 23 of the Basic Law as soon as possible; secondly, we should try the best to help Hong Kong establish a strong executive-led government; let Hong Kong, as a free trade port, be freer and more economically open than before; and thirdly, we should make a clear division of labor. The state shall take charge of security matters, and the SAR government take the lead in solving livelihood issues in Hong Kong. We should provide the greatest support to and solve the problems. Hong Kong shall retain the "neo-liberal" tradition in economic and financial aspects.
