Abstract

U.S. House Speaker Nancy Pelosi's visit to Taiwan is a typical U.S.-style rock-baiting. The US released "exclusive information" through third-party media and then determined the next move after observing the people’s reactions. The visit to Asia may be postponed because of the strong reaction from China, or the lack of cooperation from within the U.S. (military), or perhaps because Pelosi was diagnosed with COVID as reported in the media. Anyhow a postponement is not a cancellation, and even if this cancellation is made, there will be another provocation. The U.S. has already formulated its "Taiwan policy". Each provocative act is intended to determine the possibility and timing of implementing the established policy. If they do not encounter a strong Chinese backlash or if the Chinese backlash is ineffective, then the U.S. will go further. In other words, the formulation and advancement of U.S. Taiwan policy is a "sausage-slicing" exercise. Therefore, in addition to responding appropriately and effectively to these provocations, China needs to understand U.S. policy intentions and review and adjust its existing policies in order to take the initiative on Taiwan.
