Abstract

As the world became more chaotic, China must think about new challenges and new opportunities, and "nurture first opportunities in the crisis and open up new situations in the changes". The degradation of the global trade order, the weakening of global security organizations and the absence of common values have caused the neo-feudalization of the international order. China must adhere to the theme of peace and development, demonstrate the Chinese way and the Chinese position, and take development and response as the core of its domestic affairs, and cooperation and development and peaceful co-progression as the core of its diplomacy. In terms of external strategy, China must adhere to openness, and pursue a third opening or a second accession to the WTO. China shall be active in international and regional security, and make Chinese civilization a new reference for the crisis of modernity at the level of values. Internally, China must adhere to reforms: including achieving new stability through new responses, investing in "soft infrastructure", replacing the engine of economic growth, making up for security shortcomings, adhering to bottom-line thinking, clarifying the national division of labor to enhance technological productivity, promote the internal unification and internationalization of China's rules, systematically create a talent environment, and build nurturing cities to deal with the Population crisis.
