Abstract

The new Article 20 on epidemic prevention is an important step in China's gradual liberalization of epidemic control. However, after the introduction of the new Article 20, local governments, especially at the grassroots level, have increased the control of the epidemic at every level, and some excessive practices have provoked a strong backlash from society. The "one-size-fits-all" brutal behavior of some local governments, streets, communities, neighborhood committees, and even property owners in implementing preventive and control measures. Although some of the conflicts and public opinion have subsided for a while, there is always the possibility of another outbreak. To resolve the social conflicts caused by the over-control of the new crown epidemic, we must: 1) Move with the times and gradually decouple the "dynamic zero" line of epidemic prevention from the nature of the ruling party and instead emphasize "people first" and "life first". 2) Educate the public scientifically to eliminate the fear of viruses and "conspiracy theories". 3) redefine scientifically the virulence and testing standards of the new crown, adjust the epidemic prevention and control policy, and implement a more precise and stratified epidemic control strategy. 4) Thoroughly investigating the industrial chain of interests that generates "national disaster money", and severely punishing nucleic acid testing institutions that make false reports and feign reports. 5) Curb local arbitrary epidemic control behaviors, hold accountable those responsible for excessive epidemic prevention, and restore normal economic activities of the public.
