Abstract

As network technology and applications penetrate into all aspects of political, economic, social and cultural life, the network security issue is no longer a purely technical and commercial issue, but is deeply embedded in national security and affects all aspects of life. As General Secretary Xi Jinping said, without network security, there is no national security, no stable operation of the economy and society, and it is difficult to protect the interests of the general public. On the other hand, due to the globalization of the network, cyber security can no longer be guaranteed under closed conditions, but needs to "go global" to form an effective international cooperation to deal with the increasingly complex security issues in cyberspace. However, compared to Europe and the United States, the Internet field in China has problems such as fragmentation and poor interconnection between enterprises, which seriously restricts the formation of effective unified rules on network security in China. The lack of an effective voice in international cooperation in cybersecurity is also not in line with the economic development requirements of building a large national unified market based on the rules of the national unified market system. If this situation does not change, international cooperation in cybersecurity will be subject to the existing US-led international rules. In fact, China faces the possibility of being excluded from what people today call the Metaverse, and if that happens, it will make China's cyberspace even more insecure. Therefore, effective measures should be taken to further promote the interconnection between China's Internet enterprises, going global under the core sovereignty of the Internet and build an international alliance of cybersecurity rules to effectively realize cybersecurity in an open environment.
