[Policy Report 83] Yu Minghui: The Five Eyes Alliance: A Politicized Alliance with China?

Abstract

In recent years, while continuing to play the role of an intelligence network, the Five Eyes Alliance has gradually highlighted the characteristics of a security alliance, a technology alliance and a political alliance, trying to have a greater voice on some important issues. In the current complex international situation, the vast majority of countries in the Five Eyes Alliance share common values and have reached a certain consensus on the China issue, such as their collective voices on events such as the Hong Kong-related statements, China-Australia relations, and the Huawei incident. The Biden administration will value the existing Five Eyes Alliance structure and will most likely devote resources to the Five Eyes Alliance to take the lead in reaching a more solid alliance with China in the Indo-Pacific region and on China-related issues, and will not rule out ad hoc cooperation with other countries such as "5+1" or "5+X "and other ad hoc cooperation, such as Japan, India and so on. However, the Five Eyes Alliance allies are not ironclad, and countries like New Zealand, for example, do not want to be too involved in events against China. Based on this, we suggest: (i) stabilizing economic and trade ties with New Zealand and other countries to stabilize New Zealand's relations with China; (ii) building a more restrained and stable relationship with India to strive for no expansion of the Five Eyes Alliance in the short term; and (iii) actively participating in multilateral and bilateral mechanisms and taking the initiative to cooperate internationally on global issues.
