Abstract

The G20 Summit will be held in Indonesia on November 15, 2022. A face-to-face meeting between the two presidents of the US and China is highly anticipated. Cooperation between great powers is the foundation for the provision of global public goods, and therefore, the US-China presidential meeting will be beneficial not only to the international community but also to China. China should seize the opportunity to materialize the presidential meeting and send a positive signal to the international community that China and the US are willing to cooperate. Otherwise, the international community will fall into fragmentation and disintegration. To respond to the United States, China can focus on the necessity to manage conflict, promote responsible competition, and expand cooperation. Also, the G-20 summit meeting is an opportunity for China to launch a fresh diplomatic offensive. Here we suggest that China should:

a. Continue a policy of "strategic patience" with the US;

b. Set the international agenda by proposing an "inclusive international strategy";

c. Review and revise the foreign publicity strategy, and separate international publicity works from domestic ones;

d. Capitalize on the window of opportunity during the "two sessions" (NPC & CPPCC National Committee annual sessions) to explain to the international community China's experience and the vision of Chinese modernization.
