Abstract

With the gradual development of a world-class city cluster Guangdong-Hong Kong-Macao Greater Bay Area, the exchange between Hong Kong and the Mainland has become more important. This is especially true of talent mobility between Hong Kong and the Mainland, which has become an essential mechanism of integration in this interactive process. However, the level of talent mobility between the two is not yet adequate and currently presents itself as a situation where “the officials care, but the people don’t”. It is easy to find that there is still some institutional and individual resistance in the current talent exchange. The purpose of this report is to further analyze the resistance behind these talent exchanges and the reasons for the resistance from policy and social feedback. Based on this analysis, this report will propose relevant policy recommendations to guide the design and implementation of future talent exchanges.
