Dr.Mei is a long analyst on Sino-U.S. defense and security affairs, especially related to economic, industrial, and innovation issues, including China's Civil-Military Fusion strategy and cross-national comparison of the military-industrial complex. He received his doctorate degree from the National University of Defense Technology in China. During his doctorate, he studied at the School of Advanced International Studies at Johns Hopkins University for two years.

Before Joining IIA, he was an associate researcher at the Academy of Military Sciences(Beijing) and served in several administrative departments. He also has experience in participating in drafting top-level guidance documents and has conducted more than 20 research projects for China's central government and military.
