Abstract

The war between Russia and Ukraine has now reached a stalemate. Today, not only the negotiations between Russia and Ukraine on an armistice agreement are in a stalemate, but the United States and the European Union are also unable to take any effective measures against the war situation. Russia, Ukraine, the U.S. and the EU are all unable to respond effectively or make concessions because of their respective political positions. As an emerging power, China must actively engage in great power diplomacy around the Ukraine issue. China has two important strategic goals in its great power diplomacy: first, to carry out a German- and French-led post-war reconstruction and peace talks with China's participation, with "peace and reconstruction" as the main theme; second, to achieve the "de-Americanization" of Europe by allowing Germany and France to lead the Russian-Ukrainian peace talks and the collective security agenda in Eastern Europe.
